What is the difference between Refer and Cite?

Refer as a verb is to direct the attention of. while Cite as a verb is to quote; to repeat, as a passage from a book, or the words of another.

Refer

Example sentence: People often refer to Dubai as the Hong Kong of the Gulf, but it's really more like Vegas.

Cite

Definition: To quote; to repeat, as a passage from a book, or the words of another.To list the source(s) from which you used information, words or literary or verbal context.To summon officially or authoritatively to appear in court

Example sentence: It's absurd for anybody to look around and hear the acts and artists who cite us as an inspiration, and then tell me that we're not in the Rock and Roll Hall of Fame.
