To announce something formally or officially. To affirm or state something emphatically. To declare (an innings) closed. To make outstanding debts, e.g. taxes, payable. To explicitly include (a variable) as part of a list of variables, often providing some information about the data it is expected to contain.

Example sentence: It seems likely that many of the young who don't wait for others to call them artists, but simply announce that they are, don't have the patience to make art.
